Gambling is no longer regulated solely at national level. Faced with a rapidly changing sector, the authorities are stepping up their international cooperation. The recent meeting between the National Gaming Authority (ANJ) and the Japan Casino Regulatory Commission is part of this dynamic.
A meeting under the banner of prevention
The National Gaming Authority once again welcomed the Japan Casino Regulatory Commission for a working session devoted to an issue that has become central to all regulators: the prevention of excessive gambling. The meeting was part of a mutual learning process between the two authorities responsible for overseeing a sensitive sector that is both economic and social.
According to the ANJ’s official communication, the meeting focused on combating risky gambling behaviour and sharing regulatory methods. A pragmatic approach: comparing tools, control strategies and prevention policies helps to identify what really works on the ground.
Two regulators, one responsibility
Even if the legal frameworks differ from one country to another, the gaming regulatory authorities share a similar mission: to guarantee the integrity of operations, protect consumers and prevent abuses. This type of dialogue provides an opportunity to compare regulatory philosophies. More exchanges of experience help to refine responses.
Cooperation also makes it possible to anticipate. Observing the practices of another country sometimes means seeing our own regulatory future. What is tested elsewhere today can become a benchmark tomorrow.
Cooperation between France and Japan is not new. Prior to the recent visit of the Japan Casino Regulatory Commission to Paris, several previous meetings had already outlined the outlines of a bilateral dialogue structured around the regulation of gambling and the fight against its social abuses. Two other meetings, in July and September 2025, have already laid the foundations for solid cooperation.
