The ANJ, a key player in sports integrity

On 3 June 2025, a strategic agreement was signed between Marie Barsacq, Minister for Sport, Youth and the Voluntary Sector, and Isabelle Falque-Pierrotin, President of the National Gaming Authority (ANJ). The agreement entrusts the ANJ with the administrative secretariat of the national platform to combat sports manipulation, thereby strengthening its central role in preserving the integrity of sports competitions in France.

A national platform at the heart of prevention

Created in 2016, the national platform to combat the manipulation of sporting competitions is chaired by the Minister for Sport and comprises two formations: a prevention formation, placed under the responsibility of the Director of Sport, and a monitoring formation, placed under the responsibility of the President of the ANJ. The platform meets approximately every six weeks to coordinate actions to prevent and detect manipulation.

The Act of 2 March 2022 aimed at democratising sport in France enshrined the national platform for combating the manipulation of sporting competitions in the Sports Code. This legislative inclusion strengthens the legal framework for the fight against sports manipulation and demonstrates the commitment of the French authorities in this area.

The ANJ, a key player in detection and regulation

The ANJ plays a crucial role in the fight against sports manipulation in France. It draws up the list of competitions and types of result authorised for betting, excluding in particular very low-level competitions or bets that are easily manipulated. All online operators’ betting data is recorded, enabling the ANJ to detect atypical bets and abnormal odds. In the event of serious and concordant evidence of manipulation, the President of the ANJ can prohibit betting on a competition, thereby protecting punters acting in good faith.

Strengthened international cooperation

France is also active on the international stage in the fight against sports manipulation. It took part in the creation of the Copenhagen Group in 2016, an international network of national platforms to combat the manipulation of sporting competitions. This group enables the exchange of information and the coordination of actions at international level. The ANJ represents the French platform within this network, thereby strengthening cross-border cooperation.

Raising awareness and training sports players

The ANJ is actively involved in raising awareness among sports players. It is involved in the ‘Signale!’ project, and organises training courses for young athletes at INSEP, CREPS and the École nationale de la magistrature. The aim of these initiatives is to inform and train those involved in sport about the risks of manipulation and how to prevent them.
