New bingo licenses in Denmark from 2025

On November 21, the Danish gambling authority Spillemyndigheden opened the application process for companies that want to organize land-based bingo. With this process, the Danish government wants to stimulate a new market in the country, as is already the case in Italy, for example. Approved applicants can officially start from January 1, 2025.

To help companies get started with the new regulations, Spillemyndigheden is organizing an information session on December 5. During this meeting, the process will be explained and participants will receive practical tools for a correct application. The Danish government is committed to making the process as perfect as possible.

Requirements for a bingo license

Obtaining a bingo license entails specific requirements. Applicants must provide personal data of all board members, shareholders. And, if necessary, appoint a representative in Denmark. This applies in particular to companies that are not established within the EU or EEA.

In addition, Spillemyndigheden asks for a criminal record check. And a declaration that there are no outstanding debts with the Danish government. The purpose of this is to guarantee a safe and transparent gambling market. Should a license holder become involved in criminal activities during the term of the license that could jeopardize the gambling activities, Spillemyndigheden can take measures. Such as demanding the dismissal of the person in question.

A license is valid for a maximum of five years. The application fee is 20,000 Danish kroner (approximately €2,682). A lower fee of 10,000 kroner applies for renewal.

Costs and annual contributions

In addition to the application fee, license holders are required to pay an annual contribution, depending on their gross gambling income (GGR). Below is an overview:

Gross gambling revenue (GGR)Annual contribution
Less than DKK 1 millionDKK 15.000
Between DKK 1 and 2.5 million30.000 DKK
Between DKK 5 and 10 million120.000 DKK
Between DKK 10 and 20 million180.000 DKK
More than DKK 20 million240.000 DKK

These annual contributions ensure that Spillemyndigheden can monitor compliance with the regulations.

Background: declining gambling revenue in Denmark

Recent figures from Spillemyndigheden show that total gambling revenue in Denmark fell by 2.8% in September. This is compared to the same month last year. Sports betting in particular showed a sharp decline of 21.7%. While online casinos recorded a growth of 12.1%.

The introduction of land-based bingo licenses could add a new dynamic to the gambling market in Denmark. It offers companies the opportunity to benefit from a regulated playing field and a changing demand in the market.
