New training for D license applicants
Starting in the fall of 2025, the Belgian Gaming Commission (GC) will organize four Dutch-language training sessions for individuals who submitted a D license application before September 1, 2025.
Why this requirement?
The GC, responsible for regulating and monitoring gaming and betting activities in Belgium, has been emphasizing the need for better supervision of operators for several years. The D license, which applies to employees of casinos, gaming machines, and betting shops, requires training. The objective: to ensure that each future employee is fully conversant with the legal, ethical, and practical rules related to this sensitive sector. A Tight Schedule in 2025
Four dates have been set for this first wave of Dutch-language sessions:
- October 13, 2025, in Bredene (Meeting and Event Center, Staff of Versluys)
- November 7, 2025, in Brussels (Royal Library of Belgium – KBR)
- November 17, 2025, in Brussels (KBR)
- December 15, 2025, in Antwerp (Provinciehuis)
Each session will be held between 1:30 p.m. and 4:00 p.m., with registration starting at 1:00 p.m. Applicants must present their identity card and will receive a certificate of attendance upon completion.
How to register?
Registration is only possible online, via the Commission’s website. Applicants must enter their application number as a personal code, using only the numeric part. Those who do not know this number can obtain it automatically using a dedicated tool. A confirmation email is sent after validation, but no paper invitation is sent. Please note that registration is open up to seven days before each session.
Who is affected?
Only D license applicants who submitted their application before September 1, 2025, can register for these training courses. Those who submitted an application after this date will have to wait: another round of training courses will be offered to them at a later date.
The GC has confirmed that training courses in French will follow in 2026. No specific schedule has yet been announced.
What is the D license?
The D license is the official authorization issued by the Belgian Gaming Commission (GC) to individuals wishing to work in a casino, an automatic gaming room, or a betting shop in Belgium.
The D license is therefore not intended for operators, but rather for employees in the sector. It aims to ensure that each employee complies with the applicable rules and is known to the regulatory authority.
When an application is submitted, the applicant receives a D number associated with their file. This number is essential for two main procedures:
- Registering for the mandatory training provided by the GC;
- Performing EPIS (Excluded Persons Information System) checks, an automated system that verifies whether a player is included in the register of persons prohibited from accessing gaming establishments.
Severe Consequences for Absence
The Commission emphasizes: missing training without justification can have serious repercussions.
“The GC may refuse the application if no training is followed, and the licence applicant will then no longer be able to work in a casino, amusement arcade or betting office, even if they are already working there at the moment.”
This warning is aimed at both applicants and employers. The latter are explicitly encouraged to inform their staff and ensure that they are registered for one of the sessions.
