Sweden: WinBet forced to close Superb.bet as of today

On 3 July 2025, the Swedish Gaming Authority (Spelinspektionen) struck a blow: it ordered WinBet NV, operating under the trade name Superb.bet, to immediately cease all activity aimed at the Swedish market. This decision comes after the authority determined that WinBet, despite its Greek licence, was offering its services in Swedish krona and Swedish – a direct violation of the law.

A turbulent context: an expanding black market

The activity of unlicensed platforms has exploded in Sweden in recent years. According to ATG, the channelling rate (the proportion of bets placed via licensed operators) fell to between 69% and 82% in the fourth quarter of 2024, a long way from the government’s target of 90%. Worse still, traffic on unauthorised sites has increased tenfold since 2019.

These platforms, often based in Cyprus or Curaçao, not only offer access in Swedish and krona, but also use Swedish payment systems such as BankID for deposits, paving the way for money laundering risks and a lack of legal recourse.

WinBet in the firing line elsewhere

Spelinspektionen is not alone in penalising WinBet. In October 2024, the Kansspelautoriteit had already imposed a penalty payment of €280,000 per week (up to €840,000) on WinBet NV for non-compliance with Dutch rules on four affiliated sites (including superb1.bet). 

According to Spelinspektionen’s press release, WinBet was informed of the charges but provided no response, speeding up the execution of the shutdown.

These measures are not isolated: an anti-clandestine betting front

In recent months, Spelinspektionen has successively banned other unlicensed operators, including:

  • Goodwin NV, based in Curaçao, banned at the end of January 2025 for services accessible to Swedes without a local licence.
  • GG.bet (ASG 360 Services), banned in March 2025 for use of Swedish, SEK and lack of geo-blocking.
  • EOD Code SRL, Igloo Ventures SRL and MIBS NV, banned in May 2025 for aggressive marketing via affiliates, social networks and targeted advertising.

Licensed operators have not been spared: Kindred and Videoslots were heavily fined in 2024 for breaches of anti-money laundering and player protection regulations (fines of SEK 10 million or more).

Legislative reform in the pipeline

The National Finance Inspectorate (Riksrevisionen) has criticised Spelinspektionen for insufficient supervision, prompting a radical reform of the Gambling Act. A detailed audit is currently underway, with a report expected in September 2025, followed by the probable introduction of stronger sanctions and technical blocking tools (DNS, etc.).
