Optdeck service Limited, the company behind Unibet, has been issued an enforcement order with a conditional penalty of up to 450 000 euros.
Parent company Optdeck Service Limited is part of the Kindred Group and is best known as the company behind Unibet, one of the largest online casinos and betting offices in Europe.
Prohibited bets were reportedly offered on Unibet’s website on several occasions, prompting the Kansspelautoriteit to launch a further investigation.
Rules have been broken several times
The Kansspelautoriteit has determined that Unibet violated the rules multiple times between October 2022 and May 2025. The regulator initially issued warnings to Unibet, but noted that the prohibited bets continued to be offered over a longer period.
Kansspelautoriteit made several observations
The Ksa’s research determined that in the 2023/2024 season, a total of 214 matches for players under 21 were included in their betting offering. This resulted in over 125 000 placed bets.
Unibet also offered prohibited bets on corner kicks and yellow cards, such as during the Chelsea vs. Manchester United match on May 15, 2025. This involved seven bets that were subsequently cancelled by Unibet.
At the Kansspelautoriteit, they take strict action against such bets, as they believe they may also pose an increased risk of match-fixing.
Youth matches can be a target, in addition to betting on corner kicks and yellow and red cards. These situations can be easily manipulated and are therefore explicitly prohibited under gambling law, as stipulated in the “Regeling kansspelen op afstand.”
How does Unibet respond to these events?
Unibet states that the violations cannot be considered a single issue and that the company has since taken corrective steps. Unibet believes there is no chance of recurrence, as the violations occurred far apart in time.
They provided various documents during the investigation to support their measures, including policy documents on match-fixing and reports on changes to the service.
Kansspelautoriteit sees insufficient improvement and a risk of recurrence
The Ksa believes the submitted documents lacked coherence. Furthermore, they found it unclear to what extent the measures are structurally integrated into the business process.The Ksa concludes that there is insufficient improvement and a real risk of recurrence. It has imposed an enforcement order with a conditional penalty of 75 000 euros per week on Unibet for further violations, with a maximum of 450 000 euros. This sanction will apply for a period of three years. Unibet will only be obligated to pay this amount if it continues to offer prohibited bets.
