Ksa takes action: influencer Rouand YT 2 targeted for illegal gambling ads

The Kansspelautoriteit (Ksa) has imposed a penalty payment on “Rouand YT 2” for promoting illegal gambling sites. The total fine could rise to €75,000.
The Ksa views this as a clear violation of the Gambling Act. The streamer, whose real name is Rouand Saadoen, used his YouTube and Instagram channels to promote unlicensed gambling sites. In doing so, he encouraged followers to participate in illegal gambling.
Gambling on Avia Masters yields no jackpot
In June 2025, a video appeared on YouTube showing Saadoen playing on the site SkyHills.com. The footage shows him wagering money on the Avia Masters slot machine, even though the provider has no license for the Dutch market.
A few months later, things go wrong again. In November and December, Saadoen posted several Instagram stories in which he openly advertised AmonBet and HolyLuck. With phrases like “SIGN UP” and “START EARNING,” he linked to sites that the regulator claims are operating completely illegally.
Illegal gambling sites accessible to everyone
The Ksa emphasizes that these gambling sites are accessible from the Netherlands. Anyone can create an account and play without any protection or supervision. According to the regulator, this is precisely what makes the situation so serious.
Saadoen is held responsible for the content on his social channels. With approximately 46,500 followers on Instagram and 7,000 subscribers on YouTube, he reaches a large audience including minors. The Ksa finds this particularly concerning.
Penalty payment intended to prevent recurrence
The influencer has now been officially warned: if he commits another violation, a fine of €25,000 will be imposed per offense. This amount can reach a total of €75,000. The offending video has since disappeared from YouTube, but that does not change the gravity of the case.
The Ksa gave Saadoen the opportunity to explain his side of the story. He did not make use of it.
