VCasino and Sam Casino: Ghost casinos in Belgium
In Belgium, two casino projects, despite holding official licences, remain inexplicably offline: VCasino and Sam Casino.

More than three years after obtaining its licence, VCasino remains inaccessible to the Belgian public. According to available information, VCasino does indeed hold a licence issued by the relevant authorities. This means that, on paper, the project complies with the strict legal requirements imposed in Belgium, particularly regarding player protection and the fight against fraudulent practices. But in reality, no active platform has been launched. The case of Sam Casino is almost identical. It too remains unavailable.
The two projects are very similar. Both are based on physical Starcasino establishments. Added to this is an identical timeline: their B+ licences were granted on 16 March 2023. Yet neither site has been launched as yet.
A strict regulatory framework
Belgium is often cited as a model for gambling regulation. Its licensing system is particularly well-structured, with specific categories and strict obligations for operators.
This framework aims to protect players, prevent addiction and ensure the integrity of platforms.
In reality, obtaining a licence is just one step among many. Operators must still finalise their technical infrastructure, establish local partnerships, and comply with regular audits. The slightest delay in any of these steps can postpone the launch indefinitely.
VCasino and Sam Casino represent an anomaly in an otherwise highly regulated sector. Despite holding valid licences, these two projects remain at a standstill.
