Dutch Risk gamblers flee legal gambling market due to strict regulations

The Dutch online gambling market has experienced significant growth since its legalization in 2019. The vast majority of players 95% use legal gambling sites. However, despite strict regulations, the illegal market remains persistent. Nearly half of risk gamblers indicate that they would switch to an illegal gambling site if they reach their limit on a legal site or are required to show proof of income.

Stricter rules drive risk gamblers to illegal sites

While the regulator has successfully steered 80% of players towards legal providers, stricter measures have had an adverse effect on risk gamblers. This vulnerable group is being pushed towards illegal providers by the stringent rules, where there are no limits or income checks, increasing their risks. VNLOK, the trade association for licensed online gambling providers in the Netherlands, has expressed these concerns.

Unclear distinction between legal and illegal sites

A significant issue is that 68% of players cannot distinguish between legal and illegal gambling sites. This problem is exacerbated by the advertising ban on legal sites, making illegal providers more easily discoverable online. NOGA, the trade association for online gambling providers, advocates for relaxing advertising restrictions on legal sites to better inform consumers.

Stable gambling behavior among young adults

In 2024, there is no further growth in the number of young adults (18-34 years old) gambling online. The number of risky gamblers in this group has even decreased slightly. Half of online gamblers are young adults, down from last year. However, experts warn that there are still too many young adults with gambling problems.

Gambling companies responsible for prevention

Dutch citizens believe that online gambling providers have a significant role in preventing and identifying problem gambling behavior. The trade organizations NOGA and VNLOK emphasize their commitment to various preventive measures. However, much more needs to be done to protect all players, especially young adults, from the dangers of online gambling.
